The "must pick up in person", "no mail order" or "no on line" is an example of hampering restrictions. Many heavy prescription users that could greatly benefit with these discounts are unable to "pick up' in person and are only able to order online or by phone. Eliminating both restricted or banned methods would allow all citizens to participate in these drug saving programs and would be more economical for Walmart of Target to handle and would enable them to lower prices.
